Articles of Association

Chapter 1 General Provisions

Article 1

The name of this association is Taiwan Institute of Navigation (hereinafter referred to as the Association).
English name: Taiwan Institute of Navigation, abbreviated as T.I.N.

Article 2

The Association is a legally established, non-profit public interest social organization. Its purpose is to integrate domestic and international precision navigation and smart surveying technologies, promoting seamless multi-platform navigation systems for manned and unmanned vehicles across sea, land, air, and space; mobile mapping technologies; pedestrian seamless navigation technologies; and autonomous technologies applicable to smart driving and smart road map standards. The Association organizes industry-government-academia teams to develop domestic or introduce advanced navigation/mapping sensors, multi-sensor fusion technologies, and multi-platform manned and unmanned vehicle navigation/mapping technologies, fostering cross-disciplinary cooperation and technology implementation, strengthening Taiwan’s international competitiveness, and expanding innovative applications.

Article 3

The missions of the Association are as follows, carried out in accordance with relevant laws and regulations:

1.Organize teams to promote or introduce research, development, and technical consultation for seamless multi-sensor navigation systems (including single sensors) for manned and unmanned vehicles operating across sea, land, air, and space, enhancing national precision navigation technologies.

2.Organize teams to promote or introduce multi-platform mobile mapping and automated cartography production technology development and technical consultation to enhance national precision navigation technologies.

3.Organize teams to promote or introduce pedestrian seamless navigation technology development and technical consultation to enhance national precision navigation technologies.

4.Organize teams to promote or introduce smart driving and smart road map standards and production processes to enhance national smart mapping technologies.

5.Conduct research and technical consultation on evaluation, inspection, and acceptance of smart road map outcomes.

6.Conduct research and technical consultation on sensor calibration, testing, and performance evaluation of navigation and mapping systems.

7.Promote or introduce research and development, and technical consultation on navigation system safety evaluation, enhancing national precision navigation technologies.

8.Accept commissions from public or private organizations to study, design, and assist in matters related to navigation safety and smart road maps.

9.Promote domestic and international industry-government-academia collaboration, organizing technical inspections, seminars, and exhibitions on navigation and smart mapping.

10.Other matters related to navigation system research, navigation safety, surveying, and spatial information development.

Article 4

The competent authority of the Association is the Ministry of the Interior. The Association’s purposes are subject to guidance and supervision by the relevant competent authorities.

Article 5

The organizational area of the Association shall cover the entire administrative territory of Taiwan.

Article 6

The Association’s office is located within the jurisdiction of the competent authority, and may establish branches with the authority’s approval. The organizational rules of branches are drafted by the Board of Directors and implemented upon approval by the competent authority. The addresses of the main office and branches must be reported to the competent authority upon establishment or change.

Chapter 2 Members, Directors, and Supervisors

Article 7

Membership and fees are classified as follows:

1.Individual Members: Persons over 18 who support the Association’s purpose and are engaged in navigation safety and smart surveying technologies or academic research, or who have interest in these fields, may apply for membership. Upon approval by the Board of Directors and payment of dues, they become individual members. Admission fee: NT$1,000; annual fee: NT$600.

2.Group Members: Organizations or schools related to navigation safety and smart surveying technologies may apply for membership. Upon approval, one representative exercises membership rights. Admission fee: NT$20,000 (school groups: NT$10,000); annual fee: NT$10,000 (school groups: NT$5,000).

3.Lifetime Membership: Paying 10 years of annual dues at once grants lifetime membership. Individual: NT$6,000; group: NT$100,000 (school group: NT$50,000).

4.Sponsoring Members: Individuals or organizations supporting the Association’s purpose by providing funds or resources, approved by the Board of Directors. Sponsoring members are not counted in total membership.

5.Honorary Members: Individuals with special contributions to navigation safety, smart surveying, or academia, nominated by five directors and approved by the Board. Honorary members are not counted in total membership.

Article 8

Members (or their representatives) have the rights to vote, elect, be elected, and recall. Each member (or representative) has one vote. Sponsoring and honorary members do not have these rights.

Article 9

The term of directors and supervisors is three years.

Article 10

The Association shall have 9 directors (including 3 executive directors, one of whom is the Chairperson) and 1 alternate director.

Executive directors are elected by all directors.

The Chairperson is elected from among the executive directors by all directors.

Article 11

The Association shall have 3 supervisors (including 1 executive supervisor) and 1 alternate supervisor. The executive supervisor is elected by supervisors, oversees daily affairs, and serves as the Chairperson of the Supervisory Board.

Article 12

Members must comply with the Association’s regulations, resolutions, and pay dues. Failure to pay dues disqualifies membership rights; failure for two consecutive years is deemed automatic withdrawal. Members seeking reinstatement must pay all outstanding dues unless otherwise approved by the Board.

Article 13

Members (or their representatives) who violate laws, the Articles, or resolutions may be warned or suspended by the Board; serious violations may result in expulsion upon approval by the General Assembly.

Article 14

Members shall exit the Association upon:

1.Death.

2.Loss of membership qualifications.

3.Expulsion by the General Assembly.

Article 15

Members may submit a written statement to withdraw from the Association.
